A Decatur court denied bond for Kevin Jay Penich, charged with murder and DUI in a fatal crash that killed 17-year-old Chloe Hastings. The decision came after an Aniah鈥檚 Law hearing where prosecutors argued Penich is a public danger.

Decatur Police reported the crash happened around 9 p.m. on May 17 at the intersection of Beltline Road and Westmeade Street. Officers testified that Penich drove at 111 mph, causing Hastings' SUV to catch fire upon impact.

Police noted Penich smelled of alcohol at the scene and was arrested. Testimonies revealed that he had consumed six beers and twelve shots before driving. Social media posts indicated he had been drinking at multiple bars.

Chloe Hastings' father, James Hastings, shared memories of his daughter. "She loved school and the Priceville Bulldogs, the community, and she loved her church and youth missions and all her friends and family," James Hastings said.

Penich remains in Morgan County Jail without bond.
